Vappliances across vORGs

Quick question, can vORG's Published templates be shared across other vORG's. if so, how to automate the network connection via API.

Here is a senario,

Single Provider, has 2 vORGs lets say ORG-A and ORG-B, Org-A has published its VappTemplates, and I want to provision the shared template to ORG-b via a API call, and also set the network for the new VM. how can this be achived.

Is there a API, that can be used for customatzation, and how to pre-featch the network on ORG-B.
